To make sure you have enabled Telegram notifications on the lock screen, launch the app configurations, touching the gray icon with Gear located on the home screen, press the item Notifications and touches Telegram.
Next, make sure that the switch located on Enable notifications moves towards ON (otherwise move it yourself) and put the check mark on the items Screen lock, Notification Center in the section Notifications Then touch the item Show previews and select the option Always (default).
